CEZA Secures Approval for 2025 Budget:
Key Projects Set for Implementation

The Cagayan Economic Zone Authority (CEZA) has received an approval from both the House of Representatives and Senate for its (FY) 2025 National Expenditure Program (NEP) that amounts to Ph₱324.47 million. Following its passage to the Budget Plenary Hearings at both the Congress and the Senate, CEZA’s 2025 budget is now set to undergo bicameral deliberations and final approval by the President.

During the House of Representatives’ Budget Deliberation on September 19, 2024, CEZA’s Budget Sponsor, Congresswoman Angelica Natasha Co, successfully defended the budget after interpellations by Senior Deputy Minority Leader Cong. Paul R. Daza and Cong. France Castro of ACT Teachers. In the Senate Plenary on November 18, 2024, CEZA’s Budget Sponsor, Senator Mark A. Villar, also successfully advocated for the agency’s budget.

In his speech, Sen. Villar emphasized the importance of supporting the CEZA budget, stating, “Mr. President and dear colleagues, I’m appealing for your extensive support in the approval of the CEZA budget. I must add that due to the recent calamities, we need to increase our support for Cagayan Province, as the Cagayanos need the assistance of the National Government. Approving the CEZA budget is in our best interest, as it will impact the implementation of existing and future projects.”

The original proposed budget for 2025, submitted to the Department of Budget and Management (DBM), was Ph₱5.846 billion. This amount aimed to support various infrastructure and development projects in the Cagayan Special Economic Zone and Freeport (CSEZFP) and complement projects implemented by CEZA’s private partners. The proposed budget included key infrastructure development efforts to open economic and employment opportunities, revitalizing industries and boosting trade and investments in the region.

Aligned with President Ferdinand R. Marcos Jr.’s 8-Point Socio-Economic Agenda and the government’s “Agenda for Prosperity” theme, these initiatives were designed to enhance income opportunities, improve infrastructure, and facilitate economic growth. However, the DBM reduced the budget to Ph₱324.427 million, primarily allocated for the dredging project at Port Irene.

On December 11, 2024, budget panels from the Congress and Senate amended, approved and ratified the 2025 budget, which amounts to P6.352 trillion and is pending for the approval of the President.
