The Cagayan Economic Zone Authority (CEZA) has set a new benchmark in government procurement, becoming a model of transparency and efficiency under the visionary leadership of its Administrator and Chief Executive Officer – Secretary Katrina Ponce-Enrile. In the center of CEZA’s procurement process is its steadfast adherence to Republic Act No. 9184, or the Government Procurement Reform Act, and its Implementing Rules and Regulations (IRR). These regulations ensure a fair and competitive bidding process that fosters public trust. The CEZA Bids and Awards Committee (BAC), led by Deputy Administrator for Operations Dr. Perla Tumaliuan, meets regularly to oversee procurement activities in line with R.A. 12009 and R.A. 9184’s guidelines.
