CEZA: Transforming Procurement for Progress and Transparency

The Cagayan Economic Zone Authority (CEZA) has set a new benchmark in government procurement, becoming a model of transparency and efficiency under the visionary leadership of its Administrator and Chief Executive Officer – Secretary Katrina Ponce-Enrile. In collaboration with its Bids and Awards Committee (BAC), chaired by Deputy Administrator for Operations – Dr. Perla C. Tumaliuan, CEZA has successfully implemented groundbreaking projects that align with the highest standards of public accountability while driving the development of the Cagayan Special Economic Zone and Freeport (CSEZFP).

A Commitment to Transparency and Integrity

In the center of CEZA’s procurement process is its steadfast adherence to Republic Act No. 9184, or the Government Procurement Reform Act, and its Implementing Rules and Regulations (IRR). These regulations ensure a fair and competitive bidding process that fosters public trust. This commitment is further strengthened by Republic Act No. 12009, or the New Government Procurement Act, which emphasizes good governance in economic zones.

CEZA’s “No Take Policy” underscores its impartiality and professionalism, guaranteeing that procurement decisions are free from undue influence. “By maintaining strict compliance with procurement laws, CEZA ensures that every peso of public funds is used to achieve impactful results,” Sec. Enrile emphasized.

The CEZA BAC upholds R.A. 9184 standards by participating in training programs to enhance members’ skills, aligning with Section 46(d) of R.A. 9184 on professionalizing government procurement.

Milestones in Infrastructure Development

Under the current administration, CEZA has successfully launched several transformative projects, including:

Data Center and Telecommunications Facility Upgrades: Enhancing digital infrastructure for seamless connectivity and business operations.
Rehabilitation of Breakwater Facilities: Bolstering port operations and resilience against environmental challenges.
Port Irene Dredging and Reclamation: Expanding the port’s capacity to accommodate growing trade activities.

These projects were awarded to contractors who met rigorous standards of technical expertise and financial capability, ensuring the optimal use of public resources.

A Vision for Sustained Growth

Looking ahead, CEZA is set to pursue a range of innovative projects that will reshape the economic landscape of CSEZFP, including:

Construction of Mixed-Use Commercial Buildings: Establishing hubs for multiple industries.
Advanced Security Infrastructure: Implementing state-of-the-art systems to protect digital assets.
Installation of Elevators in CEZA Facilities: Improving accessibility and operational efficiency.
Procurement of Vehicles: Enhancing transportation for seamless operations and employee safety.

These initiatives, outlined in CEZA’s Annual Procurement Plan for 2024, are currently undergoing procurement process. They are designed to strengthen CEZA’s operations and its collaboration with partners, clients, and other government agencies.

The CEZA Bids and Awards Committee (BAC), led by Deputy Administrator for Operations Dr. Perla Tumaliuan, meets regularly to oversee procurement activities in line with R.A. 12009 and R.A. 9184’s guidelines.

Jury Duty: Excellence in Procurement Practices

Under DA Tumaliuan’s leadership, CEZA’s BAC exemplifies professionalism and integrity in every stage of the procurement process. The committee operates under the principle of “Jury Duty,” promoting open discussions and diverse perspectives among its members, technical working group (TWG), and secretariat.

This approach ensures that all aspects of procurement are thoroughly evaluated, leading to timely, efficient, and law-compliant outcomes. Members of the BAC are carefully selected based on qualification standards set by the Government Procurement Policy Board (GPPB) and approved by the Civil Service Commission (CSC), ensuring a high level of competence and integrity.
